Yes, if you choose where to live carefully. Many neighbourhoods on the North Side, around the Loop and near universities work well with the L trains, buses and Divvy bikes. I lived without a car for my first two years. You will want one for big grocery trips or leaving the city, but car sharing and rentals cover that. In winter, check that your walk to the station is short.
I visited friends in Chicago last year and they used the L and buses for everything. The Ventra app makes paying easy. Just ask locals which lines feel safest late at night. The Blue Line runs 24 hours to O'Hare, which was handy for early flights, and buses cover the gaps between train lines.
